Job Summary:
Under the general supervision of the Managing Director, the incumbent manages the procurement process and ensures that the Government Procurement Guidelines are complied with. Specifically, the Officer implements procurement policy and develops strategy; coordinates purchasing practices and maximizes savings and benefits available to the company.
Qualification:
Education:
- in Business Administration, Management Studies, Public Administration, Public Sector Management Economics, Accounts or any related field;
- Certificate in Public Procurement: UNDP/CIPS Level 3 or INPRI Level 4 and MIND.
- Five (5) years related work experience in procurement of goods and services.
OR
- ACCA Level 2
- Certificate in Public Procurement: UNDP/CIPS Level 3 or INPRI Level 4 and MIND.
- Five (5) years related work experience in procurement of goods and services.
OR
- Diploma in Accounting, Business Administration or any related fields.
- Certificate in Public Procurement: UNDP/CIPS Level 3 or INPRI Level 4 and MIND.
- Seven (7) years related work experience in procurement of goods and services.
Required Competencies
- Good communication, problem solving and negotiation skills;
- Knowledge of Project Management and Budget Preparation;
- Good interpersonal, leadership and supervisory skills;
- Sound knowledge of the Government Public Procurement Act 2015 & Regulations;
- Good knowledge of the FAA Act, Staff Order and Government’s asset management;
- Knowledge of Contract Management and Tender Management
Duties and Responsibilities:
- Lead the procurement committee to interpret and evaluate contract documents including terms of reference (TOR), request for proposals (RFP) to effect procurement;
- Monitor and ensure that procurement practices conform to the Financial Audit Act (FAA) and Government Procurement Guidelines;
- Oversee the contract awarding and tendering process;
- Manage, monitor and control the procurement of goods and service and ensure that the objectives & basic principles of procurement guidelines and procedures are complied with;
- Coordinate and conduct procurement compliance reviews and procurement training seminars/workshops;
- Participate in internal and external meetings with a view to promoting good procurement practice;
- Monitor and maintain contacts in the commodity market to keep abreast of price movements, technological improvement and changes to ensure that orders for supplies are procured in the most efficient and economic manner;
- Coordinate reports for submission to the MoFP, OCG, PPC and Cabinet;
- Act as purchasing agent on behalf of the entity as well as local funded projects
